The Jharkhand Legislative Assembly on Tuesday formally rolled out the National e-Vidhan Application (NeVA), marking a significant move towards paperless legislative functioning. Chief Minister Hemant Soren inaugurated the NeVA Seva Kendra and, along with Speaker Rabindra Nath Mahato, distributed tablet computers to ministers and members of the House.
The programme, held at the Assembly’s Conference Hall, began with the ceremonial lighting of the lamp. Senior ministers, legislators and officials were present on the occasion.

In his address, the Chief Minister said the launch of the NeVA service centre adds a new chapter to the functioning of the Jharkhand Assembly. Through the digital platform, members will be able to submit questions, access legislative documents and complete procedural formalities electronically, reducing dependence on physical paperwork.
He noted that legislators would no longer need to visit the Assembly late at night to submit questions or complete documentation, as these processes can now be handled through the application in a time-bound manner. Assembly staff are also expected to benefit from smoother coordination and reduced manual workload.
Referring to the broader national context, the Chief Minister said nearly 20 state legislatures have already adopted NeVA to enable digital and paperless proceedings. He described it as a matter of satisfaction that Jharkhand legislators are being equipped with tablets and trained to use the system ahead of upcoming sessions.
Emphasising the importance of digitisation, he said better communication and coordination within the House would help address delays and procedural hurdles experienced in the past. The move, he added, would reduce the accumulation of paper documents and bring greater efficiency to legislative business.
At the same time, he cautioned that digital platforms come with challenges, particularly in the area of cyber security. A dedicated training session was organised to familiarise ministers and MLAs with the application’s features and security protocols to ensure the integrity of legislative records and questions submitted through the system.
The NeVA Seva Kendra was formally inaugurated by the Chief Minister, after which ministers and MLAs participated in a training session on the application. The programme concluded with a vote of thanks by the Secretary-in-Charge.
